Kansas’ Fiscal Year 2009 budget shortfall is $255 million

Gov. Sebelius’ State Finance Council issued a $255 million certificate of indebtedness, without an assurance that the state would be able to repay the $255 million by June 30, 2008, as state statute requires. This brings the total of certificates of indebtedness to more than $750 million, a record for the state of Kansas. By law, this amount must be paid by the end of the fiscal year.
